NAIROBI — Explosions sounded this week in Addis Ababa, Ethiopia’s capital, a city rarely under direct attack. Clashes between government troops and rebel groups have killed scores of civilians in the north in recent days, spilling south toward the pilgrimage site of Lalibela.
