BRUSSELS — Brushing aside new threats from President Donald Trump, Canadian Prime Minister Mark Carney on Thursday welcomed an offer to make his country an “associate member” of the European Union.
In a speech at the European Parliament, delivered in English and French, Carney made a forceful case for Canada and the European bloc to pull closer together in the face of hostility from Trump’s Washington.
